Investigation Reveals Morocco’s Spyware Use to Silence Opposition & Influence Governments

A new large investigation drawing on unpublished documents and firsthand testimony and involving 13 media partners and SAI grantee Amnesty International Security Lab demonstrates how Morocco’s domestic intelligence services has deployed a vast surveillance arsenal—including tailing targets, monitoring internet cafés and using spyware—to crush journalists and government critics and surveil government officials in Gabon, France, and Spain.

The investigation clearly shows that unregulated commercial spyware use not only silences journalists striving to hold their government accountable, but erodes critical democratic processes like elections, and jeopardizes national security by preventing government officials from keeping sensitive information confidential.
